Education Minister Proposes Village Education Committee Network

The initiative is expected to be completed by October 2026, as the Minister of Education announced the establishment of a sub-district education committee network to address a rapidly changing educational context driven by the declining birth rate.

On September 20, 2026, at the Kumphu Kham Hotel in Chiang Mai Province, Mr. Prasert Chantawongthong, the Minister of Education, presided over the operational meeting “Strengthening Education Committees to Elevate Thai Schools in All Regions” for the Northern region. The meeting was attended by education officials, representatives of education committees, and related agencies.

Mr. Prasert stated that this meeting reflects the importance of collaboration among school directors, district education office directors, and education committees, which are crucial mechanisms for driving and enhancing educational quality in each area. The Ministry of Education aims to strengthen these mechanisms to effectively address issues and develop education.

“Improving educational quality requires the participation of all sectors, especially in light of the 2025 PISA results, where Thailand’s ranking improved to 53rd, but scores in mathematics, science, reading, and other indicators remain below OECD standards. This presents a challenge that requires mobilizing all sectors to advance Thai education and prepare students to cope with a changing global context,” Mr. Prasert said.

He added that the current educational context has changed significantly, particularly with the declining birth rate and improved inter-village transportation. There is a concept to establish a sub-district education committee network, replacing the previous school-based committees, which may not effectively integrate resources and manage education in the area.

“I want to see a combined effort at the sub-district level to better utilize resources and link policy implementation more effectively. Currently, the official announcement for the establishment of sub-district education committees is being drafted and is expected to be completed by October to drive practical work. This will provide a clearer overview of education management in the area, especially for small schools, which each area can jointly consider and decide on how to manage effectively and cost-efficiently. With a sub-district education committee network, all parties can discuss and plan education management in the area. Initially, the head of the local administrative organization, elected by the people, will chair the committee to better link education with the community and improve the quality of life for local residents,” Mr. Prasert said.

Regarding the progress of the new per capita budget allocation formula, it has been completed and is ready to be submitted to the Cabinet for approval. The new formula will allocate budgets according to the actual conditions of each area to increase educational opportunities, especially for small schools, which may receive increased budgets to create opportunities and reduce resource limitations.
